Directions
Prepare rice according to package directions.
Heat oil in Dutch oven or large saucepan over medium high heat until hot. Add onions and garlic; cook until onions are tender, stir in flour and chili powder. Gradually stir in milk. Add remaining ingredients except rice mix and cilantro. Stir. Bring to a boil. Reduce heat and simmer 15 minutes. Stir in cooked Black Beans & Rice and cilantro.
